Introductory Course on RIA

How to Register?

Reminder ⚠️
 
  1. The course is designed for 5–7 participants per agency, as it involves group activities and outputs. Moreover, the training is intended for CART heads, CART members, and technical staff involved in policymaking. 
  2. Ensure that your participation has been endorsed by your agency's Committee on Anti-Red Tape or CART and your name must be listed in the RIA Training Confirmation signed by the Head of Agency or CART Chairperson. Failure to submit the signed RIA Training Confirmation Form will result in non-confirmation of your agency's registration for the Introductory Course on RIA.
  3. All submissions will be reviewed by the Regulatory Management & Training Division (RMTD). Agencies will be notified via registered email address of the nominated focal person regarding the status of their registration.

PRISM or the Policy Reform, Innovation, and Streamlining Management, is the official learning management system (LMS) of the Anti-Red Tape Authority.  

PRISM offers a seamless and centralized implementation of the Authority’s training initiatives, establishing consistency and efficiency in the delivery of capacity-building programs.  

The training is free of charge.

  1. Executive Briefing on RMS and RIA 

    This course covers the fundamental elements of Regulatory Management System (RMS) and Regulatory Impact Assessment (RIA) which allows agency executives and policy makers to identify possible gaps within the policy-making processes in relation to the RIA requirement prescribed by RA 11032. 

    • Module 1: National Policy on Regulatory Management System

    • Module 2: Regulatory Impact Assessment 

    • Module 3: Regulatory Notification Form  

    • Module 4: Course Conclusion 

 

         *Includes e-learning videos, online assessments, and worksheets. 

  1. Introductory Course on RIA 

    Participants may only enroll to this course upon completion of the Executive Briefing RMS and RIA. 

    This course is designed to equip participants with the fundamental steps in the conduct of RIA. It also includes easy-to-follow guides and worksheets to capacitate learners in applying essential tools to meet the minimum requirements in the conduct of RIA.

  1. How to Accomplish Annual Regulatory Plan

    This instructional video provides agencies with a step-by-step guide for filling in each section of the Annual Regulatory Plan (ARP) through Philippine Business Regulations Information System (PBRIS) and ensure compliance with the required submissions due on March 7th each year, as prescribed in ARTA Memorandum Circular 2022-06. 

 

  1. How to Accomplish Preliminary Impact Statement 

    The instructional video on Preliminary Impact Statement (PIS) provides agencies with a step-by-step guide on how to accomplish PIS through the PBRIS. 

  1. Full Flex 

    Offers more flexibility in terms of schedules and deadlines and is best for agencies/busier schedules or for those who want to learn independently at their own pace.   

  1. Hy-Flex 

    Offers more structured guidance and synchronous online handholding sessions and a shorter time of completion; it is best used for agencies that need more assistance in developing their PIS outputs. 

  1. Complete and submit the required forms on the PRISM pre-registration page. 

  1. ARTA will review the submitted forms and selected training plan. 

  1. A confirmation email will be sent to agencies with approved enrollment. 

  1. The training is intended for CART heads, CART members, and technical staff involved in policymaking. 

  1. It is recommended to have 5–7 participants per agency, as the courses include group worksheets that must be completed and submitted to ARTA at the end of the training. 

Training certificates will be given upon the qualified participants who successfully completed the modules and activities as well as the post training requirements
